    IMHO hiring managers need to have on-time, in-budget, quality hires as one of their deliverables, like an on-time, in-budget, quality product or service.
    They need to do and keep their hiring stakeholders up-to-date on these tasks:
    1) Review and give prompt feedback on presented resumes.
    2) Interview and give prompt feedback on suitable candidates from Task 1.
    3) Decide to hire/not to hire and give prompt feedback on interviewed candidates from Task 2.
    [OPTIONAL 4)Check references and give prompt feedback hire- offered candidates from Task 3.]

    We welcome whatever input hiring managers can provide for useful candidate sources, preferences, etc. and Staffing (though not necessarily recruiters) should handle the rest of the work.
